Teachers call off stir
ITANAGAR, Jan 25: The Central Executive Committee of Arunachal Teachers Association (ATA) and All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) in a joint meeting with Chief Minister in presence of Education Minister have unanimously agreed to call off the ongoing indefinite pen and too down strike from today following assurance from the authority for fulfillment of demands.
Both the organizations in a joint press release informed that the state government has assured to fulfill the demands for rectification of pay anomalies for AT(A) and other categories of teachers, regularization of 122 teachers of 2003 SSA batch in current financial year. The state Govt has also given assurance for additional 10 per cent increase in the reservation category for ATs (SSA) regularization from the existing department vacancies and assurance for establishment of one Shikshak Bhawan at Itanagar with an estimated cost of Rs 5 crores, for which 2 crores would be released in this current financial year.

Cardamom Plantation and management training
ITANAGAR, Jan 25: NN Charitable Society (NNCS) has organized training programmes for six farmers clubs of Pistana Circle to impart training on Cardamom Plantation and management from January 18 to 23.
Resources persons from KVK, Hage Munt, SMS in soil science and Tape Gab Horticulture Development Officer Yazali briefed the farmers about the plantation techniques and day to day management of the Cardamom plant.
O.P. Mounglang, DDM NABARD Hapoli, called on the farmers to be progressive one and highlighted about various government scheme flow through NABARD that can be availed by the farmers.
Altogether, 12 plantation sites were visited as part of the training during the five days training programme.
On January 24, another Orientation Training Programme on Organic Farming was organized at Hapoli for the farmers of the Pai woman Farmer’s Club by NNCS under the sponsorship of the NABARD. The programme was attended by S Chanda, Chief Manager Lead Bank Ziro, O.P. Mounglang DDM NABARD Ziro, Mudang Tana SMS (PP) KVK Lower Subansiri as resource persons besides other members from SHGs of Ziro/Hapoli area.

Matey distributes pullets
KHONSA, Jan 25: Parliamentary Secretary for DoTC Yumsen Matey distributed pullets (young live birds) to eight Self Help Groups of Longlyang and Noglo on January 23 at Lazu in the presence of the CO Nl Naam and Lazu ZPM .
A basic training on how to look after the pullets was also imparted on the occasion by the experts.
Speaking on the occasion, Matey said that poultry rearing was one of the viable alternatives to opium cultivation. He cautioned the villagers that if they continued to grow opium government would take serious action. He also appreciated the CO and the ZPM for mobilizing the SHGs.
It may be mentioned here that an agreement has been signed between the SHGs and the administration wherein if the SHGs continued to grow opium after taking beneficial schemes from the government they would be penalized.

“Scientific Dairy Management”
ITANAGAR, Jan 25: National Research Center on Yak, (ICAR) Dirang, a leading Yak research institute in the country in collaboration with Krishi Vigyan Kendra Lohit organized a three days farmers training on “Scientific Dairy Management” at Namsai on from Janaury 21.
56 dairy entrepreneurs from Chongkham, Namsai and Lekang circle attended the training.
District Veterinary Officer Dr. Mamo Tama detailed the farmers about government scheme on dairy farm and insurance. Senioir Veerinary officer of Mhadevpur Dr. K. Sharma narrated about prospects of dairy farming, feasibility of packet milk in Lohit. He also informed the trainees on different breeds and feeding of cattle in scientific manner.

The order was issued on the basis of the Supreme Court order of May, 2012 where the black films of any tint have been banned and only car windows that have been tinted within permissible limits by the manufactures are allowed. All other vehicles with any percentage of tinted films are to be .removed even if it is within the permissible limit of 70% transparency on the front and rear windows and 50% transparency for the side windows. Violators of the order would be taken as per relevant provisions of the law including seizure of such banned items, the order warned. DIPR
Foreign delegation on FAM tour visits Tawang
TAWANG, Jan 25: A familiarization (FAM) tour of foreign tour operators, travel writer, photographer and media sponsored and organised by Department of Tourism, Govt. of Arunachal Pradesh accompanied by Arunachal Pradesh Tour Operators Association (APTOA) arrived here yesterday.
The team accompanied by vice president of BAC Voyages Bengia Mrinal visited Tawang Monastery, Brahmadung Ani Gompa, Urgeyling Monastery and Tawang War memorial, Khinme monastery, Kitpi village today. The group was guided by Tsering Dekey District Tourism Officer, Tawang who briefed and explained about the history, religious, cultural and tourism potential of Tawang and Arunachal Pradesh as a whole.
In the evening of January 24, a dinner was hosted by Deputy Commissioner Abhishek Dev where traditional dance and song were presented by the local artistes. He mentioned that visit of such delegates will boost the tourism potential of the place. The visiting delegates will be goodwill ambassadors of Tawang to the world. The top priority was given after a threadbare discussion during the 3rd State Level Steering Committee (SLSC) meeting for Jawaharlal Nehru National Urban Renewal Mission (JnNURM) held here today at the CM’s Conference Hall under the chairmanship of Chief Minister Nabam Tuki. Also present in the meeting were SLSC Vice Chairman, Urban Development Minister Rajesh Tacho and Member, Itanagar Legislator Techi Kaso besides top bureaucrats and officials from Urban Development, Town Planning, Public Health Engineering & Water Supply, State Transport, Environment & Forests and Capital district administration.
The meeting was held at the initiation of the Chief Minister after a gap of three years to review developmental projects initiated under JnNURM for Mission City Itanagar and to prioritize future projects to be taken up in the immediate future. ITANAGAR, Jan 25: The Governor of Arunachal Pradesh General (Retd) J.J. Singh inaugurated an adventure tourism camping site (ATCS) at Jote, 47 km from Itanagar today.

The Governor stressed for promotion of ‘Home Stay’ concept in the villages around site. He suggested for a model tribal house in the site so that interested tourists can stay in it. They should be served in bamboo cups and leaves in traditional ways in order to discourage use of plastic and paper places and cups.
Emphasizing the importance of hospitality in tourism, he advised the people on safety and security of the tourists and resort. Quoting ‘Atithi Devo Bhava’, he said that people must welcome a tourist as a guest but send back a friend.
The Governor, while appealing for cleaner, greener and plastic free Arunachal Pradesh, appealed to the people for proper disposal of plastic and other items after picnic and outings. He appreciated the villagers of Jote and Poma for their initiatives towards preservation of flora and fauna, the Governor who took part in a plantation programme in the site suggested for more plantations in the area.

Developmental meetings at Kitpi and Tawang
TAWANG, Jan 25: Two consecutive developmental meetings were held at Kitpi Circle and Tawang Headquarter on January 24 and 25 respectively.
The meeting was called by Minister Tourism and RWD Pema Khandu, Parliamentary Secretary Art and Culture Tsowang Dhondup and Parliamentary Secretary Civil Aviation Jambey Tashi.
Laying paramount emphasis on quality education and upbringing of the younger generation, Pema said, “The youth of today are the building blocks of a better tomorrow. Underscoring the importance of participation in the electoral process, Tashi impressed that each and every vote counts. Exercising one’s right to vote for the right person results in good governance, he added.

Highlighting the importance of National Voters’ Day Tsering said that special emphasis was given this time to encourage the participation of women and person with disabilities in the electoral process.

At Anini, the day was observed by organizing awareness meeting participated in large number by GBs, PRI members, Political parties, Officers and youths besides host of officers from the District Election Office.
Deputy Commissioner Tamune Miso, speaking on the occasion dwelt in length about the significance of National Voters Day(NVD). He said any individual who has attained the age of 18 years and above is eligible to be a voter and can actively participate in the election process.
Further, the DC said, being a voter you have the right to vote and elect the best leaders who would represent you in the legislation, decision making and planning process of the country.
To ensure effective awareness regarding importance of the day, announcement through PA system, campaign through posters and banner display was conducted in every nook and corner of the district by the District Election office.
At Yingkiong, Orin Lego, EAC spoke on the importance and significance of the NVD. Speaking as to why the day is observed on 25 January Lego informed that the ECI was founded on 25 January 1950 which every citizen has to remember. On this day EPIC cards were issued to the newly enrolled voters.
At the end a pledge was administered by the members who attended the function to exercise adult franchise in free and fare manner.

National Voters Day Celebration at Seppa was attended by all Heads of Department, Panchayat leaders, students and public. Chairing the programme,Deputy Commissioner cum District Election Officer Tope Bam exhorted the youth for greater and effective participation in the electoral process to make adult franchise a complete reality in Indian democracy. He also highlighted the details of the recently published Electoral Roll of the District and administered ‘Voters Pledge’ to the gathering. The newly enrolled electors as well as Booth Level Officers one each from five Assembly Constituencies of the District were felicitated during the celebration.
At Roing, addressing the voters on the occasion, D Lego, Principal, Govt. Hr. Secondary School Roing called to use their right fearlessly to elect a good leader by participating in the electioneering process. She opined that the day is an important occasion to inculcate a sense of responsibility and understanding to the new voters, especially youth towards democratic process. She appealed the women to take full advantage of the opportunity as the Election Commission has declared this year as the “Woman Inclusion Year” by educating their children and near ones about rights of their adult franchise. She also appealed each and every parent to teach their children about good moral character in order to make them a good citizen in future.
W Tikhak, ADC Roing said that it is the right of every citizen to aware of their voting rights in a democratic set up like India. He opined to observe this day with more participation and befitting manner in days to come.
M Tato, EAC cum ERO while highlighting the aims and objectives of the programme informed that the day is celebrated to commemorate the foundation day of the Election Commission of India.
The main aim of celebrating the day is to ensure more participation of the newly enrolled voter in the electoral process and to inculcate a sense of commitment towards democratic process among them. He further informed that the day is being observed in every polling stations of the district. A total of 1059 new voters registered in the district in the year 2012, he informed.
Earlier, the HoDs and Govt. Officials present took Voters Pledge by reposing faith in Indian Democracy and to uphold the democratic traditions of our country and the dignity of free, fair and peaceful elections. The pledge was administered by D Lego, Principal GHSS Roing.
National Voters’ Day was celebrated in all the polling stations under Lohit District today as per the directions and guidelines of the Election Commission.

The programme in Tezu started with a procession in the morning by the students of Higher Secondary and Secondary Schools (Tezu) where more than 1000 citizens took part.
The Booth Level Officers conducted meeting in their respective polling stations along with the voters of their areas. Electoral Photo Identity Cards with badges were distributed to the young voters on the occasion.
At Daporijo, National Voters Day was celebrated e at the Deputy Commissioner’s office and EPICs were distributed to newly registered voters.
Addressing the gathering, Deputy Commissioner Tahang Taggu explained the importance of Universal Adult Franchise and said that the right to vote is a special right given to all citizens of India of 18 years and above. He emphasised on creating awareness on right to vote amongst the illiterate and rural population and rules and guidelines laid down by the Election Commission of India.
ADC Gejum Ete, SDO G. Taji, EAC Duyu Ribia, PRI members, Officers, officials, staff and public were present on the occasion.
At Changlang, Additional deputy Commissioner MC Roy disclosed that only 1200 new voters have been enrolled till January 2013, which is much below to the expectation.
While describing the value of a vote, he appealed all to exercise their constitutional rights during election whole heartedlysince the young voters and students are the future of the nation. Roy, emphasized that, the real aim of the Voters Day Celebration could be accomplished when everybody participates in the election to exercise their rights and duty.
CS Singpho, Principal, Govt. Hr. Sec. School, Changlang in his speech, exhorted voters to exercise their adult franchise in electing eligible and efficient candidate only for good governance, development, progress and prosperity of the country. He asked all eligible persons to enroll their names in the voters’ electoral role to participate in the election to choose the candidate of their choice.
S.S. Choudhury, SDO (HQ) elaborated on the aims and objectives of the Voters Day Celebration. He stressed to create awareness among the voters and make them understand their role and responsibilities. Informing about the survey conducted by the Election Commission of India he said that a large number of youths who are eligible to caste vote their names are not enrolled in the electoral roll mainly due to lack of awareness, illiteracy and lack clear concept on the role of the voters and value of the vote.
Among others, S. Pradhan, Lecturer (Sr.) DIET, spoke on the importance of EPIC while KP Singh Govt. Hr. Sec. School, Changlang advised the young and newly enrolled voters to vote fearlessly without being influence by money and muscle power. On the occasion, EPICs were distributed to the newly enrolled voters.
Earlier, Chanchal Yadav, Deputy Commissioner, Changlang, administered the voters pledge to officers and officials at the Conference Hall of the Deputy Commissioner.

Explaining the aims and objective of NVD, Deputy Commissioner cum District Election Officer Taru Talo urged the people to be more aware towards their rights and duties and suggested the young people and women to come forward and take full participation in choosing the right leaders to govern us.
The message from Chief Election Commissioner of India was read out on the occasion and NVD pledge was administered to all present by the DEO followed by felicitation of new young voters by the DEO and BLOs by Superintendent of Police.
Sanitation awareness walk at Jengging
ITANAGAR, Jan 25: A walk to highlight the importance of sanitation and water in our daily life was organized by by PHE & WS Department, Yingkiong division at Jengging town of Upper Siang district on January 23.
The students of Govt. Higher Secondary School, Govt. Middle School and Royal Siang Academy, Jengging along with teachers, staff of PHE & WS Subdivision, Yingkiong and other PRI member and volunteers of Jengging block joined the walk which started from Royal Siang Academy and ended at Circuit House, Jengging.
The rally was followed by workshop on “sustainable management of rural water supply, quality monitoring and Role of PRI’s & VWSC” at the conference hall of Circuit House attended by PRI members and village water and sanitation committee (VWSC) of Jengging block.
The resource persons of the workshop elaborated on management of rural water supply and quality aspect. The PRI’s and VWSC were also educated regarding safe drinking and sanitation practices by resource person and also departmental officers including AE Tuting, AE Yingkiong of PHED.
The workshop ended with discussion on quality drinking water and its importance of monitoring by VWSC member in rural water supply. To make the point more clear for the participants, a practical session regarding Field Test kit was also demonstrated by the PHED Lab assistant and district consultant.

Daporijo, Jan 25: Five persons, including a mother and two children sustained severe burn injury in a fire accident which broke out last night at around 11pm at Airport colony Daporijo.
The three seriously injured, Yadik Hina (40), Tabu Magnia, ASM (45) and one Chetry (46) have been evacuated to R. K. Mission Hospital, Itanagar for further treatment. Two children, Chotu Hina(12) and Gianto Hina(6 )also sustained burn injuries.
The fire engulfed and destroyed 3 OBT houses, 1 SPT house and partially damaged an RCC structure and the DIET building. The first floor of the DIET building, where offices were located, was damaged with stationery, furniture, office equipment etc all burnt.
The cause of the fire, which reportedly broke out from a house adjacent to the DIET building is yet to be ascertained. The fire broke out when the family members were asleep. The family lost properties, including local ornaments and other valuable materials, worth several lakhs of rupees were burnt in the fire.
The family members were unable to escape from the burning house as fire engulfed the house within no time. However, the family was rescued by relatives and the neighbours.
Two relatives were also partially burnt during the rescue operation. The victims were rushed to district hospital for treatment.
Meanwhile, staff of DIET informed that houses of many dwellers are directly attached to the cement wall of the DIET building. Despite knowing the fact, district administration has not yet taken any action to avoid such untoward incident, they alleged. With inputs from DIPRO
Meanwhile, Leyu Welfare Society appealed to the concerned authority and the District Administration to provide immediate relief materials to the fire victim and also appealed to the well wishers to come forward to extend their help to the fire victims.
It also urged the public leaders of the district to arrange more fire brigades for Daporijo Township.

RONO HILLS, Jan 25: Rajiv Gandhi University Vice Chancellor Tamo Mibang and eminent writer and State Chief Information Commissioner Y D Thongchi today said that Arunachal Pradesh being a land rich in folklore and folktales, there was a dire need to bring folklore studies into the centre of our academic and documentation work. “There is an endless storehouse of folk material in our villages, which, if undocumented, have the danger of becoming extinct as the custodians of this knowledge are dwindling”, Mibang stressed.
Attending the valedictory programme of the first ever workshop on ‘Animation and Folktales of Arunachal Pradesh’, organized by the Adivasi Arts Trust, UK in collaboration with the University and the Centre for Cultural Research and Documentation (CCRD) at the Department of Mass Communication, both the stalwarts of cultural studies in the state shared the view that animation offered itself as a unique window through which to document and showcase our folktales.
Mibang, appreciating the Adivasi Arts Trust for facilitating the workshop, said that animation paves the way for Arunachalee people to explore more and more folktales and preserve them though sharing and dissemination.
“Folktales, whose authorship lies with the communities, have travelled a long journey and today people are starting to document and showcase it through the process of animation which is also one interesting way to promote our culture”, Thongchi said and urged the participants to take advantage of the rare opportunity offered by the workshop to continue with their talent and start exploring more folktales of the state for possible animation.
The animation workshop is the first of its kind being organized in the state where the thoughts of the people come into articulation, the CIC said, adding that documentation of the folktales in the form of animation will become a path for the students or scholars to study further.
Earlier Secretary Adivasi Arts Trust (UK) Tara Douglas, while briefing about the the workshop said that the main idea was to bring together young people and use their ideas and thoughts to make a short film based on the tribal folktales. It is a great achievement for all of us, where the participants have learned the basic process of making stop motion animation. She added that animation is an art and the process needs lots of hard work and commitment.

The session witnessed the screening of the intro sequence of the film which was animated by the group using traditional beads. The animatic of the final film was also screened, which is based on a story of Abotani, believed to be the ancestor of the Tani group in the state.

I would like to draw the attention of the concern authority regarding the unfortunate twisting that had happened with the destiny of some unemployed ANM nurse certificate holders after publication of an advertisement for appointments to the posts of 32 number of ANM under NRHM vide Dtd 26/12/2012. As per the eligibility criteria mentioned in the advertisement, only the nursing degree certificate holders from the Indian Nursing Council are eligible to apply for the posts. Thus, the nursing degree (ANM) certificates approved by the Assam Nursing Council and such other state councils have been rejected and the unemployed ANM degree holders are prevented from appearing interview.
It is worth mentioning here that our certificates were recognized by the state Govt earlier and such ANM certificate holders were also allowed to face interview for the posts of Nurse under NRHM. We believe we are deprived of our fundamental rights for natural justice enshrined in the constitution.
Therefore, I, on behalf of the unprivileged degree/certificate holders of ANM, appeal to the concern authority to consider our case and give us equal opportunity to appear in the interview.
