Teachers call off stir

ITANAGAR, Jan 25: The Central Executive Committee of Arunachal Teachers Association (ATA) and All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) in a joint meeting with Chief Minister in presence of Education Minister have unanimously agreed to call off the ongoing indefinite pen and too down strike from today following assurance from the authority for fulfillment of demands.

Both the organizations in a joint press release informed that the state government has assured to fulfill the demands for rectification of pay anomalies for AT(A) and other categories of teachers, regularization of 122  teachers of  2003 SSA batch in  current financial year. The state Govt has also given assurance for additional 10 per cent increase in the reservation category for ATs (SSA) regularization from the existing department vacancies and assurance for establishment of one Shikshak Bhawan at Itanagar with an estimated cost of Rs 5 crores, for which 2 crores would be released in this current financial year.

Meanwhile, the CEC, ATA and AASSATA appealed to the teaching community to rededicate  themselves in the teaching-learning process.

 

Cardamom Plantation and management training

ITANAGAR, Jan 25: NN Charitable Society (NNCS) has organized training programmes for six farmers clubs of Pistana Circle to impart training on Cardamom Plantation and management from January 18 to 23.

Resources persons from KVK, Hage Munt, SMS in soil science and Tape Gab Horticulture Development Officer Yazali briefed the farmers about the plantation techniques and day to day management of the Cardamom plant.

O.P. Mounglang, DDM NABARD Hapoli, called on the farmers to be progressive one and highlighted about various government scheme flow through NABARD that can be availed by the farmers.

Altogether, 12 plantation sites were visited as part of the training during the five days training programme.

On January 24, another Orientation Training Programme on Organic Farming was organized at Hapoli for the farmers of the Pai woman Farmer’s Club by NNCS under the sponsorship of the NABARD. The programme was attended by S Chanda, Chief Manager Lead Bank Ziro, O.P. Mounglang DDM NABARD Ziro, Mudang Tana SMS (PP) KVK Lower Subansiri as resource persons besides other members from SHGs of Ziro/Hapoli area.

S. Chanda, Chief Manager Lead Bank Ziro, advised the farmers to deal with sincerity to attract the banking business. He highlighted to the farmers about how to obtain the Krishan Credit Card (KCC) benefit.

 

Mushroom cultivation training

ITANAGAR, Jan 25: The Alombro Mayu Yaku Chi Amey Aroga (AMYAA)  an NGO of Mayu-II, Roing imparts Mushroom Cultivation Training to Inni Himbo SHG and Aponlo SHG of Iduli Village, Roing Block under Awareness Generation Programme (AGP) supported by State Social Welfare Board (SSWB), Naharlagun.

A total of 30 SHG members got trained in mushroom cultivation. R. K.

Paul, Secretary AMYAA (NGO) was the main resource person of the programme.

The resource persons encouraged the trainees to take up mushroom cultivation as one of their main income generation activity.

They also highlighted about nutritional and medical value of mushroom, varieties of mushroom that can be cultivated.

 

Matey distributes pullets

KHONSA, Jan 25: Parliamentary Secretary for DoTC Yumsen Matey distributed pullets (young live birds) to eight Self Help Groups of Longlyang and Noglo on January 23 at Lazu in the presence of the CO Nl Naam and Lazu ZPM .

A basic training on how to look after the pullets was also imparted on the occasion by the experts.

Speaking on the occasion, Matey said that poultry rearing was one of the viable alternatives to opium cultivation. He cautioned the villagers that if they continued to grow opium government would take serious action. He also appreciated the CO and the ZPM for mobilizing the SHGs.

It may be mentioned here that an agreement has been signed between the SHGs and the administration wherein if the SHGs continued to grow opium after taking beneficial schemes from the government they would be penalized.

The Parliamentary Secretary asked the SHGs to be serious and work hard to augment their source of income. DIPRO

 

Inter-Panchayat T20 Cricket tournament concludes

ITANAGAR, Jan 25: Bokriang-II (A) Panchayat team beat Bokriang-I by eight wickets in the final match in the Inter-Panchayat T20 Cricket Tournament played at Sagalee.

Techi Neri was adjudged as man of the tournament and highest wicket taker of the tournament while Nabam Sonam was adjudged as man of the match in the final match.

The tournament was organized by All Sagalee Youth Association. The first prize (Rs 50,000) was sponsored by ZP Chairperson Nabam Aka and the 2nd prize (Rs 30,000) was sponsored by ASM Chairperson Nabam Yakum.

Advocate Nilly Likha Tabo and Advocate Nabam Regum gave away the trophy and other prizes to the winners in the valedictory function.

 

Cleaniliness drive at Koloriang by Tourism Department

KOLORIANG, Jan 25: Department of Tourism conducted an awareness campaign on cleanliness under clean Arunachal campaign at Koloriang, Kurung Kumey today

More than 150 participants from different NGO's, college, students, general public, officers, officials, tourism stakeholders etc attended the campaign.

Informing about Clean Arunachal Campaign as part of Union Ministry’s Clean India Campaign, Koloriang DTO exhorted all to avoid use of plastic carry bags and other polythene bags to keep the district clean and plastic free. DIPRO

 

“Scientific Dairy Management”

ITANAGAR, Jan 25:  National Research Center on Yak, (ICAR) Dirang, a leading Yak research institute in the country in collaboration with Krishi Vigyan Kendra Lohit organized a three days farmers training on “Scientific Dairy Management” at Namsai on from Janaury 21.

56 dairy entrepreneurs from Chongkham, Namsai and Lekang circle attended the training.

District Veterinary Officer Dr. Mamo Tama detailed the farmers about government scheme on dairy farm and insurance. Senioir Veerinary officer of Mhadevpur Dr. K. Sharma narrated about prospects of dairy farming, feasibility of packet milk in Lohit. He also informed the trainees on different breeds and feeding of cattle in scientific manner.

Dr. PK Mallick, programme coordinator KVK delivered a lecture on breeding and management of dairy farm in scientific manner.

Dr. UA Nandankar spoke about advantage and disadvantage of artificial insemination.

Earlier, the training was inaugurated by Namsai EAC Mr. Sengupta.

 

Prohibitory order

ITANAGAR, Jan 25: Itanagar Capital Complex, District Magistrate Sanjay Goel, in an order under section 144 Cr. PC has prohibited the sale and affixing of tinted/ black films on cars/ 4-wheelers effective immediately  and all the owners of car decor shops/ workshops are directed not to store, sell and affix such tinted film on cars/ 4-wheelers.

The order was issued on the basis of the Supreme Court order of May, 2012 where the black films of any tint have been banned and only car windows that have been tinted within permissible limits by the manufactures are allowed. All other vehicles with any percentage of tinted films are to be .removed even if it is within the permissible limit of 70% transparency on the front and rear windows and 50% transparency for the side windows. Violators of the order would be taken as per        relevant provisions of the law including seizure of such banned items, the order warned. DIPR

 

 

Foreign delegation on FAM tour visits Tawang

TAWANG, Jan 25:  A familiarization (FAM) tour of foreign tour operators, travel writer, photographer and media sponsored and organised by Department of Tourism, Govt. of Arunachal Pradesh accompanied by Arunachal Pradesh Tour Operators Association (APTOA) arrived here yesterday.

The team accompanied by vice president of BAC Voyages Bengia Mrinal visited Tawang Monastery, Brahmadung Ani Gompa, Urgeyling Monastery and Tawang War memorial, Khinme monastery, Kitpi village today. The group was guided by Tsering Dekey District Tourism Officer, Tawang who briefed and explained about the history, religious, cultural and tourism potential of Tawang and Arunachal Pradesh as a whole.

In the evening of January 24, a dinner was hosted by Deputy Commissioner Abhishek Dev where traditional dance and song were presented by the local artistes. He mentioned that visit of such delegates will boost the tourism potential of the place. The visiting delegates will be goodwill ambassadors of Tawang to the world. The foreign team was very happy with the visit and promised to promote Arunachal Pradesh as a new upcoming tourist destination in their tour packages. They have found that Arunachal Pradesh has a huge potential to develop tourism, especially Religious tourism, adventure tourism like mountain biking, bicycling, trekking and cultural tourism etc.

The FAM tour followed the ITM (International Tourism Mart) held at Guwahati from January 18 to 21.

Anti-drug rally at Namsai

ITANAGAR, Jan 25: Expressing concern over growing drug menace, a mass anti-drug (opium) rally was organized jointly by various organizations, student union and NGOs at Namsai today.

The rally was taken out from Govt. Higher School, Namsai to APIL and back. Over 1000 people, including public leaders, government employees, bazaar welfare committee members, youths of different organizations and general public participated in the rally organized by All Namsai Area Youth Association (ANAYA), All Tai Khampti Singpho Students Union (ATKSSU), Environment Safety Society of Arunachal Pradesh (ESSAP) and Women Welfare Society (WWS) of Namsai.

They appealed to the drugs peddlers and consumers not to continue the practice.

Addressing the gathering on the occasion, Finance Minister Chow Na Mein appealed to the students, youths and public to avoid using drugs and keep themselves away from drugs peddlers and consumers. Explaining the ill-effects of consuming drugs, Mein appealed to the people and youths to give attention in the fields of agriculture, games and sports, books and music and make the environment green and healthy.  He headed the rally up to the office of Addl. Deputy Commissioner, Namsai.

Local MLA Nang Sati Mein, DCC President Chow Zingnu Namchoom, Namsai ADC Kamlesh Joshi, also participated in the rally.

Meanwhile, the organizers of the rally ANAYA, ATKSSU, ESSAP, WWS established a camp for Drugs and Opium De-Addiction at Namsai for one month which started today.  

The organizations appealed to the drugs addicted people to come and join and make themselves free from drugs. In addition, the organization further urged the administration to check the drugs trafficking in and around the society.

YAZALI, Jan 25:  The Arunachal Angling Festival 2013, the first of its kind to be held in state, got underway with the release of fingerling at Panyior (Ranganadi) river by parliamentary secretary for Tourism Passang Dorjee Sona and Lower Subansiri Zilla Parishad Chairperson Likha Tongum here at Pitapool on Thursday.    

The NEC sponsored four-days long angling festival is being organised by the Arunachal Adventure Association in collaboration with department of tourism.

Speaking as the chief guest, Sona stressed on hospitality and proper presentation for tourism sector grow in any region.

 “Your hospitality, through words of mouth, attracts more foreign as well domestic tourists into the region. If they get ill-treatment, they won’t visit again and prevent their friends too.”

The parliamentary secretary pointed out that tourism, as an industry, can be created out of anything with full knowledge about region’s strength, proper presentation and aggressive marketing.

Urging the participants to maintain ecological balance, Sona said out of ignorance people tend to get disillusioned and harm their perennial source of income for momentary gains.

While mentioning that Arunachal is endowed with vast potential for cultural, adventure and religious tourism; he urged the crowd to be a partner in harnessing it. Mentioning that publicity is the core activity of the tourism department, Sona informed that GoAP is banking heavily on it to draw massive tourist inflow.

Stating that the angling festival is a new concept for the region, Tongum was hopeful of seeing more participation from locals in future. He said that besides horticulture, agriculture and hydropower, the next big thing to happen in the state is tourism sector. He, however, expressed his concern over limited infrastructures to promote tourism and urged the parliamentary secretary to work on it.

Festival organising chairman Chukhu Mama in his welcome speech outlined the objectives behind the festival and said angling is combined with conservation and sporting.

“We intend to promote adventure tourism and educate the locals on conservation of flora and fauna,” he informed.

The participants also observed tourism day here this morning with a pledge to be more tourist friendly. The Arunachal Adventure Association donated an amount of 10 thousand to Pitapool Chod Natural Resource Committee for their initiatives on preserving natural resources.

 

 

Paglam sees the light

ITANAGAR, Jan 25:  After 65 years of Independence, Paglam Circle in Lower Dibang Valley was today electrified. In a simple ceremony held at Paglam today, Gum Tayeng, wife of the local MLA Jomin Tayeng switched on the power connectivity helping the people to come out of perpetual darkness.

Paglam, Banggo, Tinali, Keba, Kaling 1-II, Loklung, Anpum villages of Paglam circle have been connected with electricity with line charged from 11 KV Mebo-Gadum feeders, tapping at Gadum Tinali Point, East Siang.

With this, 12 numbers of 25 KVA, 11/415 KV transformer substation have become operational. Approximately 1300 households of the circle, which is often at the receiving end of nature’s fury, would be benefited.

According to a report, about 250 free of costs electric services connections to the BPL households of eight villages shall be released by first week of February.

 When the villagers approached MLA Tayeng to provide solar lanterns, he had promised to give them electricity instead and with this work he mange to fullfill those words.

Appreciations are already pouring in from the people of the area. They have extended their gratefulness to the local MLA Tayeng, Chief Minister Nabam Tuki and the Power department. They also thanked Vikash Pertin, the JE (Electrical) for making extra effort to ease the problems of the people.

 

 

Govt accords top priority to by-pass roads in state Capital

ITANAGAR, Jan 25: The State Government has given top priority to construction of by-pass roads for the state capital complex of Itanagar-Naharlagun in view of the ever-increasing traffic congestion that has escalated into a major problem for everyday commuters.

The top priority was given after a threadbare discussion during the 3rd State Level Steering Committee (SLSC) meeting for Jawaharlal Nehru National Urban Renewal Mission (JnNURM) held here today at the CM’s Conference Hall under the chairmanship of Chief Minister Nabam Tuki. Also present in the meeting were SLSC Vice Chairman, Urban Development Minister Rajesh Tacho and Member, Itanagar Legislator Techi Kaso besides top bureaucrats and officials from Urban Development, Town Planning, Public Health Engineering & Water Supply, State Transport, Environment & Forests and Capital district administration.

The meeting was held at the initiation of the Chief Minister after a gap of three years to review developmental projects initiated under JnNURM for Mission City Itanagar and to prioritize future projects to be taken up in the immediate future. The meeting is significant as proposals for projects have to be approved by the SLSC for finalization and sanctioning by the Central Government.

The Chief Minister, who is also Chairman of the SLSC, observed traffic congestion in the state capital as one of the major inconveniences faced by the people that immediate remedial measures. He asked the Urban Development department, nodal agency for implementing JnNURM in the state capital, to give top priority to construction of by-pass roads, especially the one through Jullung village, in its proposals for approval and sanction by the concerned Union Ministry. He also suggested to keep provision for construction of another by-pass linking Itanagar with Naharlagun through the existing Donyi-Polo Mission road.

For the convenience of pedestrians, the Government has already initiated process for construction of sky-walks at specific places in the twin capital cities. As per UD sources three sky-walks are being taken under SPA and eight under NLCPR.

Proposal for construction of Metro-Cable in the capital has also been incorporated during the meeting. Funds have already been placed for consultancy services and survey works for the ambitious project.

“We don’t have sufficient funds for the project right now but we have to make a beginning,” the Chief Minister said.

Other important projects endorsed and approved for further perusal by the SLSC are construction of a City Center (state-of-the-art marketing complex with parking space and a dedicated space for vegetable, meat and fish vendors) at Naharlagun, parking space for APST buses at Itanagar and Naharlagun, a common solid waste management plant for Naharlagun, Nirjuly, Doimukh, Karsingsa and Banderdewa, sewerage and drainage system, protection works for government buildings, widening of township roads, etc.  

JnNURM is a massive city-modernization scheme of Government of India under Ministry of Urban Development. The scheme was officially launched by Prime Minister Dr Manmohan Singh on December 3, 2005 to improve the quality of life and infrastructure in the cities. Sixty-three cities across the country were earmarked for implementation of the programme. Itanagar, by virtue of being the state capital, was also included in the list despite falling short of being officially categorized as a city in the larger context.

 

 

Governor inaugurates adventure tourism camping site

ITANAGAR, Jan 25: The Governor of Arunachal Pradesh General (Retd) J.J. Singh inaugurated an adventure tourism camping site (ATCS) at Jote, 47 km from Itanagar today.

Dedicating the ATCS, the first of its kind in the state,  to the people of the state on the nation tourism day, the Governor expressed confident that the project will have positive impact in the socio-economic development of the area in particular and the state as a whole. He said that such project not only increases inflow of tourists but also provides opportunity for local artisans to sell their handicrafts and other products. Once started, it will bring employment in other allied sector of tourism for the local people.

The Governor advised the gaon burahs and youth to take pride in the project, inculcate sense of belonging amongst the local people for the asset and take upmost care of it. He stressed on proper management of the camping site and cautioned against any change in the green surrounding of the area.

The Governor stressed for promotion of ‘Home Stay’ concept in the villages around site. He suggested for a model tribal house in the site so that interested tourists can stay in it. They should be served in bamboo cups and leaves in traditional ways in order to discourage use of plastic and paper places and cups.

Emphasizing the importance of hospitality in tourism, he advised the people on safety and security of the tourists and resort. Quoting ‘Atithi Devo Bhava’, he said that people must welcome a tourist as a guest but send back a friend.

The Governor, while appealing for cleaner, greener and plastic free Arunachal Pradesh, appealed to the people for proper disposal of plastic and other items after picnic and outings. He appreciated the villagers of Jote and Poma for their initiatives towards preservation of flora and fauna, the Governor who took part in a plantation programme in the site suggested for more plantations in the area.

The Governor commended the tourism department for timely implementation of the project.

Taking part in the function First Lady Anupama Singh of the State inaugurated the eco tourism cottages in the site.

In his address Parliamentary Secretary Tourism PD Sona said that for tourism to prosper in the State, there must be concerted effort from both the Government and the local people. Government can provide infrastructure but responsibility towards the tourist is on the local people. He also highlighted on the achievement and initiatives of the tourism department for development of State tourism.

Sona also expressed gratitude to the Governor for taking upmost concern in development of tourism in Arunachal Pradesh Local MLA and Parliamentary Secretary Planning Nabam Rabia also thanked the Governor for the development in the area and also taking personal interest in development activities in the State. He said that people will always remember the Governor as People’s Governor for his contributions in the economic progress of the State.

Secretary Tourism Sonam Chombay and Director Tourism AK Singh also spoke on the occasion.

Later the dignitaries inspected the riverside, earmarked for picnics and water sports.

Commissioner GA Bandana Deori, Secretary to Governor and Planning Ankur Garg, Secretary Finance Swati Sharma, senior government officers, Tour Operators, Panchayat leaders, besides villagers from Jote, Poma and adjoining villages attended the programme.

Another brainchild of the Governor, the tourist resort is spread over an area of five hectors and has eco-tourism cottages, a cafeteria, picnic huts, parking place for vehicles and traditional rest huts.

A children park is also coming up in the site. Constructed at a cost of Rs. 387.05 lakh by the engineering wing of the State Tourism Department, it is the first concrete step towards promotion of adventure tourism in Arunachal Pradesh.

Rare honour for Arunachal tourism

ITANAGAR, Jan 25: Arunachal Pradesh was conferred with the unique honour of ‘Favourite Upcoming Destination’ by Outlook Traveler readers at a special function in New Delhi Thursday.

Welcoming the award, Tourism Parliamentary Secretary PD Sona said the timing coincides with the crucial moment when the state is poised to becoming number one tourist hub in the country.  The unparalleled success of the state tourism at the maiden International Tourism Mart held at Guwahati during January 18 to 20 is the best indicator, said Sona.

The department is committed to take forward the vision of GoAP with perspective holistic plan for the next five years, commented principal tourism secretary Bandana Deori.

“It would encourage us to take the sector to its desired destination,” visibly happy tourism secretary Sonam Chombay and director AK Singh stated.

The outcome was the result of a survey conducted in 2012 by IPSOS poll of readers through the magazine and its website. The survey “is an authoritative benchmark of consumer preferences in travel and tourism across 18 categories including hotels, airlines, and holiday destinations.”

The award was received by Delhi-based Arunachal Bhawan additional ARC Jigmi Choden and DRC KN Damo.

 

 

Development owes its existence in being aware: Khunjuju

BOMDILA, Jan 25: Winding up his third phase of the Development tour in the district at Deki Gatsel Ling, Sera, adjoining the district headquarters Bomdila yesterday afternoon, Parliamentary Secretary for Hydro Power Development RT Khunjuju, the local Legislator reiterated that Development has its root embedded in being aware and in creating awareness.

Addressing the mammoth gathering of villagers and HODs at Sera, Khunjuju categorically stated that, only peace and tranquility can usher in the right pace of development. Taking a dig on the absence of certain people, he hermitically opined that political differences are not a thing to be carried forward and developments in true sense can not be achieved when there are differences in thought and action. However, true to his reputation of being committed for the development of his constituency, Khunjuju assured to fulfill the demands on need base and priority amidst huge applause from the people of the area.

Earlier, Deputy Commissioner Rinchin Tashi in his address underscoring the importance of Developmental meetings at regular intervals said that it furthers the pace of development and helps in proper and timely monitoring of the schemes implemented. In these days of transparency and accountability it is a must that such features become indispensible.

Exhorting the GBs and the PRI leaders to uphold the sanctity of the institutions, DC Tashi impressed on them that proper planning and selfless service could pave the way for further development in the area. However, he whole-heartedly credited the people of Sera village for being instrumental in meeting the vegetable requirements of the whole Bomdila Township and also for their regular supply of the agriculture produce to the neighboring states.

Developmental meetings at Kitpi and Tawang

TAWANG, Jan 25: Two consecutive developmental meetings were held at Kitpi Circle and Tawang Headquarter on January 24 and 25 respectively.

The meeting was called by Minister Tourism and RWD Pema Khandu, Parliamentary Secretary Art and Culture Tsowang Dhondup and Parliamentary Secretary Civil Aviation Jambey Tashi.

Laying paramount emphasis on quality education and upbringing of the younger generation, Pema said, “The youth of today are the building blocks of a better tomorrow. They are the people and the leaders of the future and to ensure a bright tomorrow, we need to deliver quality education to the younger generation today.”

Meanwhile, responding to memorandums presented by various organisations like School, Gonpas, NGOs, Societies and villagers, Pema assured assistance for construction of a Rostrum at Kitpi Circle. He assured implementation of PMGSY schemes and handed over the sanction order of rupees one crore to Deputy Commissioner as fund for protection of historic Tawang Monastery landslide area. He also announced that the corpus fund of rupees four crore for Tawang Monastery is in the pipeline.

All the speakers unanimously stressed on preservation of culture and rich Monpa tradition which is slowly losing its foremost essence of being peace loving people.

Tsowang Dhondup who is also the local MLA, briefed the huge gathering that in developed countries like Canada, Hydropower is the primary source of exchequer. Besides wind energy hydro-electric power is indeed the most eco-friendly power generator, he stressed.

Abhishek Dev who recently took charge as Deputy Commissioner of Tawang, assured to educate the villagers on implementation of Government schemes and warned that stringent actions will be taken against trouble makers.

Taking heed of the upcoming Panchayat Election Jambey Tashi appealed to the people not to be lured by money and to vote a genuine leader.

All the three MLAs of the district, admitted that their personal belief is that Hydropower projects are a boon, however if in any case the people assume that it is a curse, they are ready to step back and take their stand. In this view Pema said, “We are the people’s representatives, and it is our duty to safeguard your interest, regardless of what policy we think would benefit you. The people’s thought, choice and verdict surpasses our policy”.

The meeting highlighted on an array of socio-economic issues viz.

banning deforestation, animal slaughtering and communicating in local dialect, employment, rural tourism, preserving rich culture of moral ethics, upgrading health system and bring in cutting edge medical equipments in the district and laying importance on quality education etc.

National Voters’ Day Celebrated

ITANAGAR, Jan 25: Arunachal Pradesh today joined the rest of the nation in celebrating the third National Voters’ Day.

At Bomdila, addressing the mammoth gathering of the officers, staff, Teachers, PRI & Public leaders and especially that of the students at the DC Office complex, Deputy Commissioner cum District Election Officer Rinchin Tashi called on the young generations to orient themselves with such programmes in order to prepare themselves to be a good and law abiding citizen of the country and to exercise their right to vote on attainment of 18 years of age.

Underscoring the importance of participation in the electoral process, Tashi impressed that each and every vote counts. Exercising one’s right to vote for the right person results in good governance, he added.

Earlier, he administered the pledge and also read out the message received from the Chief Election Commissioner V.S Sampath.

The Additional DC cum ERO hq B.Dehingia dealt at length on the objectives and importance of the day. Portraying an elaborate picture of the whole electoral process beginning with the National Voters’ Day celebration and enrollment after attaining 18 years of age and the subsequent participation in the elections as voters, ADC Dehingia called upon all the stakeholders to create awareness on the issue. Exercising one’s voting right for the right candidate is a national duty, he opined.

Ten newly registered young voters were identified and given away the badges and Electoral Photo Identity Cards by the District Election Officer.

An Essay writing competition for the students of secondary and higher secondary level and Drawing competition for middle school students was organized on 15th last as a part of the NVD celebration.

Among others DDSE M.Kadu, District Unit BJP President Shamboo Siangju, Johny Miji J/T and Anchal Chairperson Monjen Kasidu spoke on the occasion.

 At Khonsa, ADC H. Matcha threw light on the importance of voters’ day adding that the day was being celebrated all over the country to create awareness among the voters the importance of being a voter. He said each vote was important during elections and asked the voters to elect clean, capable and self-less candidate.

He later distributed prizes to the winners of essay, drawing and quiz competitions held among the students to mark the occasion.

Earlier, in his welcome address, K. Tikhak, EAC and ERO highlighted the significance of the day and said that all citizens of India who had attained 18 years were eligible to vote. He said the voters should be conscious and vote for candidates who were honest and capable to efficiently address the people’s problems. He later administered the voters’ pledge to the participants. He also distributed the election photo identity cards to the new electors.

At Naharlagun the day was observed at Imdad Bhavan.

The Chief Secretary Hari Krishna Paliwal while congratulating the young voters, who have received EPICs on the occasion said that ‘we must upheld the significance of oath taken honestly and should abide by that to exercise our rights in a more meaningful way’.

The right to vote gives opportunity to every citizen to participate in the democratic process of the country, therefore you must vote for the candidate for merit, contributing towards better democracy and a developed nation, he added.

Earlier, Paliwal administered the Voters Pledge. He also handed over EPICs to newly registered young voters and felicitated the Best BLOs, and winners of Essay writing competition.

Chief Electoral Officer Yeshi Tsering, lauded the Booth Level officers, EROs and AEROs for their active involvement in successful completion of electoral summary revision works. He informed that total no of 7, 41,680 voters have been registered in the recently concluded summary roll revision process and same has been already published.

Highlighting the importance of National Voters’ Day Tsering said that special emphasis was given this time to encourage the participation of women and person with disabilities in the electoral process.

Everster Tapi Mara congratulated the young voters and  advised them to exercise their franchise in  meaningful contributions  in the future.

Deputy Commissioner cum District Electoral Officer Papum Pare District Pige Ligu said that every celebration is the reaffirmation of our faith and triumph of democratic process.  

Dr. Shalini Singh, Commissioner Agriculture, Hage Kojeen, Director IPR, Leki Phuntso and host of Senior Officers, BLOs, officers and staff of election department and students were present on the occasion.

At Anini, the day was observed by organizing   awareness meeting  participated in large number by GBs, PRI members, Political parties, Officers and  youths besides host of officers from the District Election Office.

Deputy Commissioner Tamune Miso, speaking on the occasion dwelt in length about the significance of National Voters Day(NVD). He said any individual who has attained the age of 18 years and above is eligible to be a voter and can actively participate in the election process.

Further, the DC said, being a voter you have the right to vote and elect the best leaders who would represent you in the legislation, decision making and planning process of the country.

To ensure effective awareness regarding importance of the day, announcement through PA system, campaign through posters and banner display was conducted in every nook and corner of the district by the District Election office.

 At Yingkiong, Orin Lego, EAC spoke on the importance and significance of the NVD. Speaking as to why the day is observed on 25 January Lego informed that the ECI was founded on 25 January 1950 which every citizen has to remember. On this day EPIC cards were issued to the newly enrolled voters.

At the end a pledge was administered by the members who attended the function to exercise adult franchise in free and fare manner.

National Voters Day Celebration at Seppa was attended by all Heads of Department, Panchayat leaders, students and public. Chairing the programme,Deputy Commissioner cum District Election Officer Tope Bam exhorted the youth for greater and effective participation in the electoral process to make adult franchise a complete reality in Indian democracy. He also highlighted the details of the recently published Electoral Roll of the District and administered ‘Voters Pledge’ to the gathering. The newly enrolled electors as well as Booth Level Officers one each from five Assembly Constituencies of the District were felicitated during the celebration.

At Roing, addressing the voters on the occasion, D Lego, Principal, Govt. Hr. Secondary School Roing called to use their right fearlessly to elect a good leader by participating in the electioneering process. She opined that the day is an important occasion to inculcate a sense of responsibility and understanding to the new voters, especially youth towards democratic process. She appealed the women to take full advantage of the opportunity as the Election Commission has declared this year as the “Woman Inclusion Year” by educating their children and near ones about rights of their adult franchise. She also appealed each and every parent to teach their children about good moral character in order to make them a good citizen in future.

W Tikhak, ADC Roing said that it is the right of every citizen to aware of their voting rights in a democratic set up like India. He opined to observe this day with more participation and befitting manner in days to come.

M Tato, EAC cum ERO while highlighting the aims and objectives of the programme informed that the day is celebrated to commemorate the foundation day of the Election Commission of India.

The main aim of celebrating the day is to ensure more participation of the newly enrolled voter in the electoral process and to inculcate a sense of commitment towards democratic process among them. He further informed that the day is being observed in every polling stations of the district. A total of 1059 new voters registered in the district in the year 2012, he informed.

Earlier, the HoDs and Govt. Officials present took Voters Pledge by reposing faith in Indian Democracy and to uphold the democratic traditions of our country and the dignity of free, fair and peaceful elections. The pledge was administered by D Lego, Principal GHSS Roing.

National Voters’ Day was celebrated in all the polling stations under Lohit District today as per the directions and guidelines of the Election Commission.

All the official and staff of the Deputy Commissioner’s Office, Tezu also observed the National Voters’ Day. Mito Dirchi i/c ADC administered the oath.

At Tezu, G.K.Paul Choudhury, Electoral Registration Officer, conducted meeting with the new voters and head of institutions, teachers, government officials and NGOs. He gave away EPICs to the new electors between the age group of 18-19 years along with badges.

He advised the young voters to register their names in electoral roll in mass for stronger democracy. Paul Choudhury also gave detail information on the procedure of registration in electoral roll. He administered pledge to all the voters present in the hall.

On the eve of National Voters’ Day, essay competitions were conducted in schools and prizes along with certificates were handed over to the winners.

The programme in Tezu started with a procession in the morning by the students of Higher Secondary and Secondary Schools (Tezu) where more than 1000 citizens took part.

The Booth Level Officers conducted meeting in their respective polling stations along with the voters of their areas. Electoral Photo Identity Cards with badges were distributed to the young voters on the occasion.

At Daporijo, National Voters Day was celebrated e at the Deputy Commissioner’s office and EPICs were distributed to newly registered voters.

Addressing the gathering, Deputy Commissioner Tahang Taggu explained the importance of Universal Adult Franchise and said that the right to vote is a special right given to all citizens of India of 18 years and above. He emphasised on creating awareness on right to vote amongst the illiterate and rural population and rules and guidelines laid down by the Election Commission of India.

ADC Gejum Ete, SDO G. Taji, EAC Duyu Ribia, PRI members, Officers, officials, staff and public were present on the occasion.

At Changlang, Additional deputy Commissioner MC Roy disclosed that only 1200 new voters have been enrolled till January 2013, which is much below to the expectation.

While describing the value of a vote, he appealed all to exercise their constitutional rights during election whole heartedlysince the young voters and students are the future of the nation.  Roy, emphasized that, the real aim of the Voters Day Celebration could be accomplished when everybody participates in the election to exercise their rights and duty.

CS Singpho, Principal, Govt. Hr. Sec. School, Changlang in his speech, exhorted voters to exercise their adult franchise in electing eligible and efficient candidate only for good governance, development, progress and prosperity of the country. He asked all eligible persons to enroll their names in the voters’ electoral role to participate in the election to choose the candidate of their choice.

S.S. Choudhury, SDO (HQ) elaborated on the aims and objectives of the Voters Day Celebration. He stressed to create awareness among the voters and make them understand their role and responsibilities. Informing about the survey conducted by the Election Commission of India he said that a large number of youths who are eligible to caste vote their names are not enrolled in the electoral roll mainly due to lack of awareness, illiteracy and lack clear concept on the role of the voters and value of the vote.

Among others, S. Pradhan, Lecturer (Sr.) DIET, spoke on the importance of EPIC while KP Singh Govt. Hr. Sec. School, Changlang advised the young and newly enrolled voters to vote fearlessly without being influence by money and muscle power. On the occasion, EPICs were distributed to the newly enrolled voters.

Earlier, Chanchal Yadav, Deputy Commissioner, Changlang, administered the voters pledge to officers and officials at the Conference Hall of the Deputy Commissioner.

National Voters’ Day was also observed at Ziro.

Explaining the aims and objective of NVD, Deputy Commissioner cum District Election Officer Taru Talo urged the people to be more aware towards their rights and duties and suggested the young people and women to come forward and take full participation in choosing the right leaders to govern us.

The message from Chief Election Commissioner of India was read out on the occasion and NVD pledge was administered to all present by the DEO followed by felicitation of new young voters by the DEO and BLOs by Superintendent of Police.

 

 

Sanitation awareness walk at Jengging

ITANAGAR, Jan 25: A walk to highlight the importance of sanitation and water in our daily life was organized by by PHE & WS Department, Yingkiong division at Jengging town of Upper Siang district on January 23.

The students of Govt. Higher Secondary School, Govt. Middle School and Royal Siang Academy, Jengging along with teachers, staff of PHE & WS Subdivision, Yingkiong and other PRI member and volunteers of Jengging block joined the walk which started from Royal Siang Academy and ended at Circuit House, Jengging.

The rally was followed by workshop on “sustainable management of rural water supply, quality monitoring and Role of PRI’s & VWSC” at the conference hall of Circuit House attended by PRI members and village water and sanitation committee (VWSC) of Jengging block.

The resource persons of the workshop elaborated on management of rural water supply and quality aspect. The PRI’s and VWSC were also educated regarding safe drinking and sanitation practices by resource person and also departmental officers including AE Tuting, AE Yingkiong of PHED.

The workshop ended with discussion on quality drinking water and its importance of monitoring by VWSC member in rural water supply. To make the point more clear for the participants, a practical session regarding Field Test kit was also demonstrated by the PHED Lab assistant and district consultant.

Circle officer P. Chetry (VO), Dr Bitin, MO and other public leaders attended the workshop.

 

 

Five injure in fire mishap

Daporijo, Jan 25: Five persons, including a mother and two children sustained severe burn injury in a fire accident which broke out last night at around 11pm at Airport colony Daporijo.

The three seriously injured, Yadik Hina (40), Tabu Magnia, ASM (45) and one Chetry (46) have been evacuated to R. K. Mission Hospital, Itanagar for further treatment. Two children, Chotu Hina(12) and Gianto Hina(6 )also sustained burn injuries.

The fire engulfed and destroyed 3 OBT houses, 1 SPT house and partially damaged an RCC structure and the DIET building. The first floor of the DIET building, where offices were located, was damaged with stationery, furniture, office equipment etc all burnt.

The cause of the fire, which reportedly broke out from a house adjacent to the DIET building is yet to be ascertained. The fire broke out when the family members were asleep. The family lost properties, including local ornaments and other valuable materials, worth several lakhs of rupees were burnt in the fire.

The family members were unable to escape from the burning house as fire engulfed the house within no time. However, the family was rescued by relatives and the neighbours.

Two relatives were also partially burnt during the rescue operation. The victims were rushed to district hospital for treatment.

Meanwhile, staff of DIET informed that houses of many dwellers are directly attached to the cement wall of the DIET building. Despite knowing the fact, district administration has not yet taken any action to avoid such untoward incident, they alleged. With inputs from DIPRO

Meanwhile, Leyu Welfare Society appealed to the concerned authority and the District Administration to provide immediate relief materials to the fire victim and also appealed to the well wishers to come forward to extend their help to the fire victims.

It also urged the public leaders of the district to arrange more fire brigades for Daporijo Township.

 

 

Give priority to documentation of folklore

Maiden animation and folktale workshop concludes

RONO HILLS, Jan 25: Rajiv Gandhi University Vice Chancellor Tamo Mibang and eminent writer and State Chief Information Commissioner Y D Thongchi today said that Arunachal Pradesh being a land rich in folklore and folktales, there was a dire need to bring folklore studies into the centre of our academic and documentation work. “There is an endless storehouse of folk material in our villages, which, if undocumented, have the danger of becoming extinct as the custodians of this knowledge are dwindling”, Mibang stressed.

Attending the valedictory programme of the first ever workshop on ‘Animation and Folktales of Arunachal Pradesh’, organized by the Adivasi Arts Trust, UK in collaboration with the University and the Centre for Cultural Research and Documentation (CCRD) at the Department of Mass Communication, both the stalwarts of cultural studies in the state shared the view that animation offered itself as a unique window through which to document and showcase our folktales.

Mibang, appreciating the Adivasi Arts Trust for facilitating the workshop, said that animation paves the way for Arunachalee people to explore more and more folktales and preserve them though sharing and dissemination.

“Folktales, whose authorship lies with the communities, have travelled a long journey and today people are starting to document and showcase it through the process of animation which is also one interesting way to promote our culture”, Thongchi said and urged the participants to take advantage of the rare opportunity offered by the workshop to continue with their talent and start exploring more folktales of the state for possible animation.

The animation workshop is the first of its kind being organized in the state where the thoughts of the people come into articulation, the CIC said, adding that documentation of the folktales in the form of animation will become a path for the students or scholars to study further.  

Earlier Secretary Adivasi Arts Trust (UK) Tara Douglas, while briefing about the the workshop said that the main idea was to bring together young people and use their ideas and thoughts to make a short film based on the tribal folktales. It is a great achievement for all of us, where the participants have learned the basic process of making stop motion animation. She added that animation is an art and the process needs lots of hard work and commitment.

“I hope that the participants will continue to work together and will come up with lots of new ideas. We also hope to see some characters from folk origin of the state rather than copying from Hollywood-based cartoon characters,” she said.

Resource Person Jonathan Marchant, also from the UK, highly appreciated the talent shown by the young animators and said that he was very hopeful that the process of completing the 5 minute film will be enriched by their continued participation.

The session witnessed the screening of the intro sequence of the film which was animated by the group using traditional beads. The animatic of the final film was also screened, which is based on a story of Abotani, believed to be the ancestor of the Tani group in the state.

With the pre-production and scripting well structured, the film will now take shape over the next months and will be premiered at the University.

 

 

NERIST Annual Sports Day begins

ITANAGAR, JAN 25: The three-day-long Silver Jubilee Annual Sports Day of North Eastern Regional Institute of Science and Technology (NERISY) began today with a 4-hour-long glittering opening ceremony that saw judokas and karatekas displaying their skills and bodybuilders flexing their muscles.

Chairman of Arunachal Pradesh Building & Other Construction Workers Welfare Board Jalley Sonam, before declaring the sports day open cautioned against alcoholism, which is getting the better of sportspersons in the state.

“Daru pina shuru aur practice bandh,” Sonam lamented comparing this trend to diseases like Cancer and TB, which he said were factors responsible for the shortcomings among the sportspersons of the state.

Sonam also cautioned the students against ragging. “What is the use if students pursuing high degrees become factors of spoiling lives and forcing students to suicide?”

He appealed to the students to fulfill their social responsibility in the future.

“As long as you are alive, work for the poor, for friends and others,” Sonam said.

Attending the inaugural function, Everester Tine Mena recounted the struggles, she had to face having lost her mother when young and working as stone-cutter for survival and fulfill her dreams. Although she could achieve any academic excellence, she said her hard work paid off. She also cautioned the students against consumption of alcohol, saying the ecstasy they would experience in inebriation is momentary.

“The Nasha of achievement is long-lasting,” she advised and urged the students to respect parents.

AAPSU Finance Secretary Suraj Tayam speaking as the special guest said, “As AAPSU leader I would like to say that under the single umbrella of a student body we should work without discrimination and strive to create brotherhood and unity among the students coming from various parts of life in NERIST, which I should say is a mini India. Through their actions, NERIST students should become role models and spread the message of discipline and unity to other parts of the country.”

He regretted that AAPSU President Kamta Lapung , who had been invited as the guest of honour could not attend the function due to his engagements in the national capital, where he is meeting AICC President Sonia Gandhi and External Affairs Minister in issues related to the state.

NERIST Director Dipankar Pal, Dean (SA) Deepak Jajaria and GS, SUN Gyado Lapung also spoke on the occasion.

Earlier during ceremony, a colourful march past was displayed by the students of the NERIST divided into nine blocks. The parade was made more enchanting with the participation of band from school students VKV Banderdewa, who infused rhythm among the paraders.

A group of judokas, under the guidance of Yum Pankhu from the Directorate of Sports, took their turn to display the skills required in the game. The attention of the spectators generated by the judo players was capitalised in more that followed. The karatekas led by Sampai P Nobin Jamoh and Sampai Tam Tapak, both Black Belt 4th Dan, brought more cheers. Body Builders from Weight Lifting Association of Arunachal Pradesh led by Rikto Nyoti kept the enthusiasm among the onlookers in momentum.

 

 

Musup is the age-old parliament and court of the Adis

YINGKIONG Jan 25: Inaugurating a newly constructed Musup of Perme clan at Padu yesterday, the local MLA and Parliamentary Secretary Education, Law and Justice, J K Panggeng said 'the Musup' (the dormitory) is the age-old Parliament, Assembly and court of the Adi traditional Kebang system. He advised the villagers to maintain and preserve the Musup in very discipline way and neat and clean.

Responding to a three-point memorandum, Panggeng assured to look into the two main demands this year. The Musup has been constructed under the MLALAD fund.

Attending the function as Guest of Honour the Deputy Commissioner, Upper Siang District, Liyon Borang said, the Musup plays the role of educational institutions for the villagers where our young generations learn about the knowledge of traditional kebang and social problems and all types of disputes are settled like in the court and therefore, maintaining continuity of Musup is very much necessary, Borang added.

Later a general public meeting on 'Development Awareness' was conducted at Padu village Baane Musup.

In the meeting the Parliamentary Secretary was accompanied by DC Yingkiong, other officers amidst the invitees from Silli, Zeru, Sibum, Katan and the public of the Padu village. The development awareness meeting focused on State-Trans-Highway, local Hydro-power projects, Tea cultivation in place of opium cultivation, restrictions on hunting and fishing issues etc.

Earlier the local MLA accompanied by EE PWD, Mariyang and AE Jeying visited the site of the earth cutting work for the proposed Byasang Bridge over Yamne river linking the either sides. The local MLA expressed great concern over the delaying action of the concerned constructing agency company despite the Quotation Tender work already completed since few months back. DIPRO

Sex determination

The fear and burden of dowry, parting with a share in property and maintaining female chastity were the dominant reasons for a male child preference by the Delhi households, the survey reveals.

The foremost reason for gender-based sex selection that leads to female foeticide in Delhi remains an entrenched belief that sons continue the family name.

This is a finding of a household survey on sex determination undertaken by the Delhi-based Centre for Social Research (CSR). CSR undertook the survey as part of its campaign against female foeticide.

According to the survey, the fear and burden of dowry, parting with a share in property and maintaining female chastity were also cited as significant reasons for a male child preference by the Delhi households covered by the survey.

The social audit has further revealed that community members in Delhi's posh localities believed that sex selection is practiced by economically backward strata of the society. According to these Delhi residents, the 'educated class' does not subscribe to the ideology of preference of the male child. Yet, the survey points out that there were a large number of selective abortions of the female feotus in these very areas.

The audit revealed that respondents were also not aware of the laws governing pre-conception and pre-natal diagnostic techniques or the PCPNDT Act, nor of its implementation.

According to the recent UNICEF report, there is a dramatic decline in the sex-ratio ironically in the richest states of India with the country having lost over one crore girls since 2007. One stark and obvious result of female foeticide is the low proportion of women in some of North India's states. Fewer numbers of women are available for marriages, particularly in the north-Indian state of Haryana, where over 4,50,000 girls have been trafficked from Jharkhand for marriage CSR cites from a UNFPA report brought out in 2007.

Consider our case

Dear Editor,

I would like to draw the attention of the concern authority regarding the unfortunate twisting that had happened with the destiny of some unemployed ANM nurse certificate holders after publication of an advertisement for appointments to the posts of 32 number of ANM under NRHM vide Dtd 26/12/2012. As per the eligibility criteria mentioned in the advertisement, only the nursing degree certificate holders from the Indian Nursing Council  are eligible  to apply for the posts.   Thus, the nursing degree (ANM) certificates approved by the Assam Nursing Council and such other state councils have been rejected and  the unemployed  ANM degree holders are prevented from appearing interview.

It is worth mentioning here that our certificates were recognized by  the state Govt earlier and   such ANM certificate holders were also allowed to face interview  for the posts of Nurse under NRHM.  We believe we are deprived of our fundamental rights for natural justice enshrined in  the constitution.

Therefore, I, on behalf of the unprivileged degree/certificate holders of ANM, appeal to the  concern authority to consider our case and give us equal opportunity to appear in the interview.
